Carmichael Coal Mine and Rail Project

About the EIS

Adani Mining Pty Ltd (Adani) began formal environmental assessment of the Carmichael Coal Mine and Rail Project (the Project) in 2010, through preparation of an Environmental Impact Statement (EIS), to address the State and Federal government approval requirements.

The Project was declared a 'significant project' under the State Development and Public Works Organisation Act 1971 requiring an EIS.  The Project is also a 'controlled action' and requires assessment and approval under the Environment Protection and Biodiversity Conservation Act 1999. An EIS has been prepared in accordance with the bilateral agreement between the Commonwealth of Australia and the State of Queensland.

The EIS has been prepared in accordance with the Terms of Reference

It has been developed with the objective of avoiding or mitigating potentially adverse impacts to environmental, social and economic values and enhancing positive impacts. Where there are unavoidable residual impacts, offsets are proposed in accordance with State and Federal government policies.

Adani worked closely with stakeholders and undertook a range of technical, environmental, social and cultural investigations to develop the EIS, which describes the:

• current environment
• project's environmental impacts
• ways of avoiding, mitigating or offsetting these impacts.

The EIS was released by the Coordinator-General for public and local, State and Federal government agency consultation from Saturday, 15 December 2012 to Monday, 11 February 2013.

During this time, hard copies of the EIS were displayed at Charters Towers Library, Clermont Library, Moranbah Library, the National Library of Australia and the State Library of Queensland. Community information sessions were also held in Clermont and Moranbah, giving local stakeholders the opportunity to learn more about the Project and to discuss the EIS with the project team.

All submissions received during public consultation were assessed by the Coordinator-General and Adani was instructed to prepare a Supplementary EIS (SEIS) in order to address and respond to submissions made during the public consultation of the EIS.   Refer to “About the Supplementary EIS” section for further information.

About the Supplementary EIS

Adani has prepared the SEIS in accordance with section 35 (2) of the State Development Public Works Organisation Act 1971 and the bilateral agreement between the Commonwealth of Australia and the State of Queensland.

The SEIS provides revised and additional environmental studies undertaken to reflect the amendments made to the Project since the EIS publication and to address matters raised in submissions. It includes revised technical studies, impact assessment and management plans for a range of project issues.  Adani has also undertaken engagement with stakeholders during the development of the SEIS.

The SEIS was released by the Coordinator-General for public, local, State and Federal government agency consultation from Monday 25 November 2013 to Friday 20 December 2013.

During this time, hard copies of the EIS were displayed at Charters Towers Library, Clermont Library, Moranbah Library, the National Library of Australia and the State Library of Queensland.

All submissions received during the SEIS public consultation period are now being assessed by the Coordinator-General.
